1.) Take ownership of the "NGC" folder located at C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\
2.) Open CMD as administrator and run
icacls C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc /T /Q /C /RESET
3.) Open Settings, Accounts, Sign-In Options, PIN (Windows Hello), and create.
